Statewide Operator's Permit Option
January 1, 2025, the state of Wisconsin introduced a Statewide Operator’s Permit, providing a streamlined option for individuals serving alcohol beverages across multiple municipalities. 

What is the Statewide Operator’s Permit? 
The Statewide Operator’s Permit offers a new alternative to traditional operator’s licenses, often referred to as “bartender’s licenses.” Unlike municipal operator’s licenses, which are valid only within the issuing municipality, the Statewide Operator’s Permit is valid at a licensed or permitted premises anywhere in Wisconsin. 

Qualifications for a Statewide Operator’s Permit 
To apply for the permit, individuals must meet the following requirements: 
• Be at least 18 years old. 
• Have no felony convictions or habitual law violations, unless exempt under Wisconsin’s Fair Employment Law.
• Successfully complete an approved responsible beverage server training course, unless exempt (e.g., renewal applicants or those with recent experience). 
Applications will be processed through the Division of Alcohol Beverages (DAB) via an online system, and an application fee will apply.  

Enhanced Flexibility for Operators 
For businesses operating in multiple municipalities, the new permit eliminates the need to obtain separate operator’s licenses for each location. This change is expected to: 
• Simplify compliance for operators and employers. 
• Offer greater flexibility for event staff and service professionals.

Liquor License and Renewal Information

  • Under 2023 Wisconsin Act 73, municipalities and retailers must use the below forms for license applications and renewals. 
    Note: Forms AT-103,  AT-103a, AT-104, AT-106, AT-115, and AT-200 are discontinued. 
  • A renewal alcohol beverage license form is not available. All existing licensees should use AB-200, Alcohol Beverage Retail License Application to reapply for their licenses.

Corporations, limited liability companies, limited liability partnerships, limited partnerships, nonprofits, and franchises MUST register with DFI.
Sole proprietors and general partnerships do not have to register with DFI.



Renewal Paperwork and publication fee, $25 are due May 19, 2026.

Cigarette License

Changes Effective March 6, 2024 (2023 Wis. Act 73)
Wisconsin law made significant changes to municipal licensing and regulation of cigarette, tobacco, and electronic vaping products, including:   

  • Requiring retailers that sell electronic vaping devices to obtain a retail license from their municipality 
  • Creating minimum standards for persons to hold a municipally-issued retail license
  • Requiring municipalities to use a retail license application form created by DOR  

The fee for Cigarette License remains $25, cash or check only, and is due at time of renewal.

Temporary Class B License

The Village of Little Chute issues temporary Class "B" (beer) licenses and temporary "Class B" (wine) licenses for the retail sale of alcohol beverages at a picnic or similar gathering of limited duration. 

Temporary licenses may only be issued to the following qualified organizations: 

  • Bona fide clubs  
  • State, county, or local fair associations or agricultural societies 
  • Churches, lodges, or societies that have been in existence for at least six months prior to the date of application 
  • Posts of veterans' organizations 
  • Chambers of commerce or similar civic or trade organizations organized under ch. 181, Wis. Stat

The license fee is $10.
